- Artist Bui Quang Ngoc was born in 1934 in Quang Binh; passed away on December 1, 2024 in Ho Chi Minh City.

- In 1955, he studied at To Ngoc Van intermediate art course.

- Then he took the entrance exam to the University of Fine Arts and ranked second under the guidance of many famous artists such as: Nguyen Tien Chung, Nguyen Van Ty, Sy Ngoc, Tran Van Can...

- In 1959 he graduated from the University of Fine Arts. Hanoi.

- He has many sketches and paintings, along with valuable sketches of art and history of the Quang Ninh coal mine region. That set of sketches and many sketches is still carefully kept in his family today.

In 1978, he and his family moved to Ho Chi Minh City to live, and his studio was also his house.
